Network
The first transaction of every block sends the reward to the account number its miner chose. The reward is newly created coins plus the fees of the cheques in that block.
Blocks come every minute, ten times as often as Bitcoin's, so each block's reward is a tenth of Bitcoin's and it halves every 2,100,000 blocks, about every four years. The coins created per hour match Bitcoin's, and the total can never pass 21 million.
A reward can be moved only after a waiting period, so coins from a block that gets replaced never move. A miner may also mine to nobody: those coins are then never created.
